1995 California 1000 rpm high as a kite

Trying to restore this vintage bike I got from a deal you don't wanna ask about. Did some initial work, replacements etc. It's now running alright but the problem is I can't get the rpm below 3500 and I see this as a cause for issues soon enough. Any advice on what to do or look out for?

My first though with this is something throttle and carbourator related. A stuck cable or throttle linkage could cause similar problems. You might want to check the hoses for leaks

Check for air leaks around the intake or throttle cable adjustments, it could be an idle screw problem too, any other weird behaviors?
